27. "That Seanad Éireann,

recalls the commitment in the Programme for Government 2002-2007 to vigorously pursue a programme of regulatory reform with particular emphasis on removing unwarranted constraints on competition in all sectors of the economy and placing the consumer at the top of the policy agenda;

congratulates the Competition Authority on the recently published report into competition in eight professions carried out by Indecon International Economic Consultants;

notes the Report's extensive research which will provide a detailed base for the remainder of the Authority's Study and will also stimulate informed and transparent debate about the issues across a range of professional markets during the remainder of the Study;

looks forward to final recommendations which will be based on a detailed and reasoned analysis of competition grounded in an informed understanding of the facts of each profession in the market;

in this context Seanad Éireann also,

notes the commitments set out in the new partnership agreement, Sustaining Progress 2003 - 2005, regarding Stronger Competition, Controlling Inflation and Other Control Measures;

accepts that stronger competition in the economy exerts downward pressure on prices, encourages responsiveness to customer demands and also promotes innovation. Competition is weakened either through inappropriate State regulation or through collusion among private companies;

believes, in line with the partnership agreement, greater competition in protected sectors, including the professions, can contribute to reducing inflation;

and in particular, supports the Competition Authority and the Director of Consumer Affairs being given additional priorities and tasks to boost this counter-inflationary policy including:

(i) more aggressive implementation of competition policy, including dealing with sheltered sectors where unnecessary barriers to entry exist,

and

(ii) accelerating the studies of professional services, which were initiated by the Competition Authority at the request of the Government on foot of the OECD review of Ireland's regulatory regime."
