— condemns the decision of the Government to cancel the order for five medium lift helicopters for the Air Corps which will have serious implications for the viability of the Air Corps and the effectiveness of our search and rescue services;

— noting, in particular, that the White Paper on Defence, which was approved by the Government in February 2000, recognised the urgent equipment modernisation requirements of the Air Corps and the repeated statements from the Minister for Defence that the acquisition of these aircraft would provide a major boost for the organisation and were required to enable the Air Corps to play a pivotal role in search and rescue operations for the foreseeable future;

— condemns the decision of the Football Association of Ireland to enter into an arrangement to allow the pay channel, Sky Sports, exclusive rights to televise Irish home soccer internationals;

— notes that this move will result in many fans being deprived of the opportunity of watching the matches live on television and that it is likely to result in an increase in the number of young people and children viewing the matches in pubs;

— believes that this decision represents a betrayal of the fans who have loyally supported the Irish soccer team;

— deplores the failure of the Government to use the powers given to it by the Oireachtas in the Broadcasting (Major Events Television Coverage) Act, 1999, to designate these matches and other major sporting occasions as events of major importance to society for which the right of a qualifying broadcaster to provide coverage on free television services should be provided in the public interest;

— notes that there is nothing in Irish legislation or in the EU Directive, Television Without Frontiers, to prevent the Government from acting, even at this stage;

— a shipment of plutonium mixed oxide was delivered to Japan in 1999 from British Nuclear Fuels Limited (BNFL) but, because crucial safety data was found to be falsified by BNFL, Japan refused to accept the fuel and it is now being returned to the United Kingdom, and

— the MOX is expected to be shipped through the Irish Sea and thus poses an unacceptable risk to the marine environment, coastline and population of Ireland;

calls on the Irish Government to:

 

— protest the shipment to the Japanese and British Governments;

— welcome the formation of a citizens’ flotilla of small yachts to peacefully express the Irish people’s opposition to the shipment;

— protest the proposed level of security as inadequate and demand an armed military escort capable of meeting any threat from terrorism accompany the shipment;

— request that the United States Administration, which must authorise the security arrangements of the transport, conduct a ‘threat assessment’ in the light of the new security situation created by the September 11th terrorist attack;

— demand that the Japanese and British Governments conduct a full, comprehensive and public environmental impact assessment in consultation with Ireland prior to the voyage;

— demand that the Japanese and British Governments consult with Ireland to formulate contingency plans and emergency preparations in case of an accident or incident;

— demand that the Japanese and British Governments accept full and unconditional liability for any and all harm to Ireland, including its marine environment, arising from the shipment and

notes with concern the considerable increase in the number of notified redundancies arising from the economic downturn;

condemns the refusal of a number of companies to pay redundancy terms recommended by the Labour Court;

believes that the current statutory redundancy scheme, which has not been updated for many years, is totally inadequate to compensate for the loss of a job, as a worker on the average industrial wage with 30 years service could qualify for as little as €10,307;

notes that the trade union movement regards this situation with sufficient seriousness that the ICTU has sanctioned nation-wide industrial action; and

calls on the Government to introduce amending legislation to provide for:

— an increase to three weeks pay for each year of service for redundant workers;

— a reduction in the qualifying period for entitlement to payments from two years to one; and

57. "That Dáil Éireann:

 

— notes the latest figures from the European Environmental Agency which reveal that Ireland now has the worst record within the European Union regarding our failure to comply with the targets set under the Kyoto Protocol, with a 31% increase in climate change emissions since 1990;

— calls on Government to immediately scrap its ineffective Climate Change Strategy, and undertake a root and branch reform of the Programme for Government to ensure compliance with the Kyoto Protocol, to avoid massive fines, and to reduce the risk of future flooding and other extreme weather events; and

— furthermore calls on the Government to:

— increase spending on public transport;

— improve energy efficiency in the building regulations;

— radically transform our energy policies;

— support improvement in insulation and efficiency in existing buildings; and

58. "That, notwithstanding anything in Standing Orders, the Standing Orders of Dáil Éireann relative to Public Business are hereby amended by the adoption of the following as an additional Standing Order of Dáil Éireann relative to Public Business:

For the purpose of Article 17.2 of the Constitution, the Government recommend that it is expedient to authorise such payments out of moneys provided by the Oireachtas as are necessary to give effect to any Act of the present session to make provision in relation to the control of entry into the State of non-nationals, to amend the Refugee Act 1996 and to provide for related matters.
