33. That
Dáil Éireann:
condemns the decision of the Government to cancel the
order for five medium lift helicopters for the Air Corps which will have serious
implications for the viability of the Air Corps and the effectiveness of our search and
rescue services;
noting, in particular, that the White Paper on Defence,
which was approved by the Government in February 2000, recognised the urgent equipment
modernisation requirements of the Air Corps and the repeated statements from the Minister
for Defence that the acquisition of these aircraft would provide a major boost for the
organisation and were required to enable the Air Corps to play a pivotal role in search
and rescue operations for the foreseeable future;
expresses concern also that the cancellation may
jeopardise up to 1,500 jobs at FLS Aerospace in North Dublin, as agreement had been
reached to provide significant additional business for the plant as part of the contract
process;
and
calls on the Government to reverse the decision to cancel the order and to ensure that
procedures to provide the five helicopters are re-instated without further delay.

34. That
Dáil Éireann immediately establish the Public Accounts Committee and mandate it:
to review the policy implications of the abuses and
regulatory shortcomings revealed by the Report of the Inspectors Appointed to Enquire into
the affairs of Ansbacher (Cayman) Limited;
to make recommendations as it sees fit, in particular in
relation to reforms:
- to improve the chances of detection and prosecution
of such abuses,
- to
place clearer obligations on advisors, on directors and institutions in relation to such
practices,
- to
strengthen the obligations of regulators in relation to investigation which they conduct
and to amend the circumstances where confidentiality is afforded by regulators, and
- to
ensure that regulatory supervision and revenue procedures are in accordance with best
practice world wide.

35. That
Dáil Éireann:
condemns the decision of the
Football Association of Ireland to enter into an arrangement to allow the pay channel, Sky
Sports, exclusive rights to televise Irish home soccer internationals;
notes that this move will
result in many fans being deprived of the opportunity of watching the matches live on
television and that it is likely to result in an increase in the number of young people
and children viewing the matches in pubs;
believes that this decision
represents a betrayal of the fans who have loyally supported the Irish soccer team;
deplores the failure of the
Government to use the powers given to it by the Oireachtas in the Broadcasting (Major
Events Television Coverage) Act, 1999, to designate these matches and other major sporting
occasions as events of major importance to society for which the right of a qualifying
broadcaster to provide coverage on free television services should be provided in the
public interest;
notes that there is nothing
in Irish legislation or in the EU Directive, Television Without Frontiers, to prevent the
Government from acting, even at this stage;
and
calls on the Minister for Communications, Marine and Natural Resources to immediately make
the required order and to include among the events designated Irish home soccer
internationals. Eamon Gilmore, Ruairi Quinn, Brendan Howlin, Emmet Stagg,

36.That
Dáil Éireann notes:
a shipment of plutonium mixed oxide was delivered to Japan
in 1999 from British Nuclear Fuels Limited (BNFL) but, because crucial safety data was
found to be falsified by BNFL, Japan refused to accept the fuel and it is now being
returned to the United Kingdom, and
the MOX is expected to be shipped through the Irish Sea
and thus poses an unacceptable risk to the marine environment, coastline and population of
Ireland;
calls
on the Irish Government to:
protest the shipment to the Japanese and British
Governments;
welcome the formation of a citizens flotilla of
small yachts to peacefully express the Irish peoples opposition to the shipment;
protest the proposed level of security as inadequate and
demand an armed military escort capable of meeting any threat from terrorism accompany the
shipment;
request that the United States Administration, which must
authorise the security arrangements of the transport, conduct a threat
assessment in the light of the new security situation created by the September 11th
terrorist attack;
demand that the Japanese and British Governments conduct a
full, comprehensive and public environmental impact assessment in consultation with
Ireland prior to the voyage;
demand that the Japanese and British Governments consult
with Ireland to formulate contingency plans and emergency preparations in case of an
accident or incident;
demand that the Japanese and British Governments accept
full and unconditional liability for any and all harm to Ireland, including its marine
environment, arising from the shipment and
in the light of recent public statements by senior
Japanese officials about overturning Japans constitutional commitment to reject
nuclear weapons, request an urgent public review by the European Union member states of
the proposed EURATOM-Japan Peaceful Nuclear Cooperation Agreement. Trevor
Sargent, Ciarán Cuffe, John Gormley, Dan Boyle, Paul Gogarty, Eamon Ryan.

37. That
Dáil Éireann:
condemns the decision of the Government to cut the allocation for Overseas Development Aid
(ODA) for this year by 32
million;
regards the decision as particularly deplorable, given
that much of Southern Africa is again facing the
threat of widespread famine;
believes that this decision represents a massive betrayal
of the trust of those developing countries that supported Irelands election to the
Security Council of the United Nations;
calls on the Government to cancel the cutback and to
ensure that ODA is maintained at the level promised;
further calls on the Government to support the draft Bill
prepared by the Labour Party, the Ireland Aid Bill, to
ensure that commitments in regard to ODA are ring-fenced and cannot be cut back by any
government.

38. That Dáil Éireann conscious of the new and
highly dangerous international situation created by the appalling attacks in the United
States on 11th September 2001:
expresses its continuing sympathy for all the victims of
the 11th September atrocities;
voices its concern at the worsening situation in Palestine
and Israel and urges the compliance by the Israeli Government with United Nations
resolutions and an end to its military occupation of the Palestinian territories;
reiterates its commitment to the peaceful resolution of
all international disputes and calls upon the Irish Government to:
- strongly oppose the launching of a new war against
Iraq by the United States Administration and the British Government, a war which has the
potential to escalate far beyond Iraq with catastrophic consequences throughout the region
and worldwide;
- cease immediately the practice of giving permission
to foreign states to refuel, re-supply and train military aircraft in Irish airports and
Irish airspace and to use Irish seaports for their naval vessels;
- use all its political and diplomatic resources in
the United Nations and the European Union to promote a peaceful solution. Caoimhghín
Ó Caoláin, Seán Crowe, Martin Ferris, Arthur Morgan, Aengus Ó Snodaigh.
[10

39. That
Dáil Éireann:
notes with concern the
considerable increase in the number of notified redundancies arising from the economic
downturn;
condemns the refusal of a number
of companies to pay redundancy terms recommended by the Labour Court;
believes that the current
statutory redundancy scheme, which has not been updated for many years, is totally
inadequate to compensate for the loss of a job, as a worker on the average industrial wage
with 30 years service could qualify for as little as 10,307;
notes that the trade union
movement regards this situation with sufficient seriousness that the ICTU has sanctioned
nation-wide industrial action; and
calls on the Government to
introduce amending legislation to provide for:
- an increase to
three weeks pay for each year of service for redundant workers;
- a reduction in
the qualifying period for entitlement to payments from two years to one; and
- a raising of the
ceiling for the calculation of the lump sum to 635
per week and that this figure be index linked.

notes the loss of confidence by the Irish people in the
current Government;
calls for a comprehensive investigation into the delay in
having Dáil Éireann decide on the implications of using Shannon Airport as a refueling base for the U.S. Air Force;
calls for a comprehensive investigation into the
allegations that the Taoiseach was aware of the inexplicable large payments by developers
to former Minister Ray Burke prior to his appointment;
calls for a comprehensive investigation into the manner in
which the Government failed to declare the true state of the national economy prior to the
last General Election;
condemns successive Ministers for the Environment for
failing to overturn badly planned rezoning decisions; and
calls for an independent expert land use advisory group to
be established as a bulwark against future bad rezoning decisions.
Trevor Sargent, John Gormley, Dan Boyle, Ciarán Cuffe, Paul Gogarty, Eamon Ryan.
[9 October, 2002]
41. That Dáil Éireann:
re-iterates
its support for the Good Friday Agreement and the institutions established under it;
urges
all parties to fully support the Agreement and its institutions, based as they are on the
principle of inclusivity and respect for all electoral mandates;
would
strongly oppose a suspension of the institutions by the British Government; and
calls
upon the Irish Government to defend and promote the Agreement and the agenda for real
change, reconciliation and lasting peace in Ireland. Caoimhghín
Ó Caoláin, Aengus Ó Snodaigh, Seán Crowe,
Martin Ferris, Arthur Morgan.
[9 October, 2002]

45. That Dáil Éireann condemns the Minister for

his failure to assist in the dispute between
livestock farmers and the meat industry;
his failure to promote export markets;
his failure to amend the operation of the
National Sheep Identification System;
his failure to distribute 7 million gallons of
milk quota as granted under Agenda 2000 by the expected date in May 2002;
his failure to ensure the operation of the
Dairy Herd Certification Scheme and the National Beef Assurance Scheme;

46. That
Dáil Éireann aware of the growing number of families on housing lists and the great
financial difficulties facing those trying to buy homes;
condemns the decision of the Government to abolish the first time buyers housing grant;
believes that the decision will make it more difficult for
first time buyers to compete with investors in the housing market; and
calls for the immediate reversal of the decision
and the reinstatement of the grant scheme.

47. That Dáil Éireann notes:
the growing crisis in the care of the disabled;
Government failure to fund the additional
residential, respite or day care places required to meet either planned or emergency
demand in 2003;
the complete absence of training, sheltered
employment or day placements to meet the needs of this years disabled school leavers;
the continuing practice of placing disabled
persons in psychiatric hospitals;
the withdrawal of the waiting list funding
programme while 1,700 people still await residential services;
and
mindful that 2003 is the European Year of the
People with Disabilities and also the year Ireland hosts the Special Olympics, calls on
the Government:
to restore funding for the New Services
Development Programme until waiting lists for residential care are reduced to realistic
and manageable levels;
to ensure every disabled school leaver can
access a day service appropriate to their needs; and
to finally end the travesty whereby the
parents, siblings and other carers of the disabled are repeatedly forced onto the streets
to campaign for basic services. Olivia Mitchell, Enda Kenny, Richard

48.
That Dáil Éireann:
expresses its deep concern at the major
build-up of troops and weapons in the Gulf Region by the United States and a number of
other countries, apparently in preparation for a war against Iraq at a time when the
United Nations Arms Inspectors have not yet completed their mandate and when the Security
Council has not yet considered what response, if any, is required to the report of the
Inspectors;
notes with alarm a recent UN report
pointing to the potentially catastrophic consequences of a war, which include half a
million direct or indirect casualties, the outbreak of disease and the displacement of
hundreds of thousands of civilians;
further expresses concern at the
provision of facilities at Shannon Airport for US troops and equipment as part of the
build up for war, especially without any reference to the Oireachtas; and
condemns Saddam Hussein for the heinous
crimes he has committed against his own people and calls on the Iraqi Government to comply
in full with all resolutions of the UN Security Council;
calls
on the Irish Government to:
join with countries like France and
Germany in efforts to avoid war and to promote a specific settlement of this dispute, in
accordance with the principles of Article 29.2 of the Constitution; and
suspend the provision of any facilities
at Shannon Airport that could be used to facilitate preparations for a war against
Iraq. Pat Rabbitte, Liz McManus, Emmet Stagg, Thomas P. Broughan,

[29 January, 2003]
49. That Dáil Éireann, taking account of the
humanitarian issues involved and the consequent need for care and consideration, calls on
the Government to confirm:
its
opposition to unilateral attacks against Iraq;
that
only multi-lateral action supported by the UN will be considered;
that
prior Dáil approval for Irish refuelling or over-flight facilities will be sought if
multi-lateral action is authorised by the UN;
that
they have sought independent verification of the Blair dossier on Iraq which makes
specific claims about Iraqs weapon stocks;
that
every proactive step possible is being taken to show that we stand with civilised,
democratic states and against demagogues and dictators;
that
Irelands security and defence needs have been reassessed;
that
the General Affairs and External Relations Council of the EU will be asked to consider
what contribution the EU will make to stability and prosperity in Iraq post Saddam
Hussein; and
that
it is raising the alarming concerns expressed by UN Inspector Dr. Hans Blix in relation to
unanswered questions concerning the possession by Iraq of weapons of mass destruction, and
unequivocally condemns the dictatorship of Saddam Hussein. Gay Mitchell,
Enda Kenny, Richard Bruton, Bernard Allen, Pat Breen, John Bruton, Paul Connaughton, Simon
Coveney, Seymour Crawford, John Deasy, Jimmy Deenihan, Bernard J. Durkan, Damien English,

50. That Dáil Éireann:
concerned that an estimated 1.5 million
citizens who have paid their PRSI contributions are being denied their rights and
entitlement to dental treatment as a result of the ongoing dispute between the Minister
for Social and Family Affairs; and
aware that the continuation of this dispute
has and will continue to cause undue hardship;
calls
on the Minister for Social and Family Affairs to immediately enter into discussions which
will bring an end to this dispute;
and
to put in place a system of guaranteed repayments for those people who have incurred
unnecessary dental expenses arising from this dispute. Michael Ring, Enda
Kenny, Richard Bruton, Bernard Allen, Pat Breen, John Bruton, Paul Connaughton, Simon
